Transport determines form

The dominant transport technology of the growth period shapes the resulting pattern.

Cities that grew before mechanised transport have dense cores with narrow irregular streets, since everything had to be within walking distance.

Cities that grew with streetcars developed along the lines, producing linear corridors of development.

Cities that grew with cars spread at low density, since distance ceased to constrain.

Which is why the age of a city's growth is legible in its plan.

The grid

Adopted extensively for planned settlements, since it simplifies surveying, land division and sale.

Which was an administrative and commercial choice rather than an aesthetic one.

Grids ignore topography, which is why some grid cities have streets running up impossible gradients.

Land ownership patterns

Field boundaries and estate divisions frequently survive as street patterns centuries after the fields disappeared.

Which is why some cities have curved streets following long-vanished field edges.

Large single-ownership estates produced planned developments with consistent architecture, while fragmented ownership produced piecemeal variety.

Zoning

Legal separation of land uses, introduced in the early twentieth century in many countries.

Which separated residential, commercial and industrial areas, producing the pattern of single-use districts requiring travel between them.

Its origins include public health concerns about industrial pollution and, in some documented cases, explicit exclusion of particular groups.

Reform toward mixed use has been pursued in many places, encountering the difficulty that the existing pattern is built.

Building height

Constrained historically by structural technology and by stair climbing.

Steel frame construction and the safety lift removed both constraints within a few decades.

Which is why tall buildings appeared when they did, and why height limits subsequently became a regulatory rather than a technical question.

Fire

Major urban fires produced building regulation in many cities.

Which mandated materials, separation and street widths, and it is visible in the reconstruction patterns after specific fires.

Several cities have a legible boundary between pre-fire and post-fire building stock.

Infrastructure

Water, sewerage and later electricity networks shaped where development was possible.

What persists

Slum clearance and renewal

Where protection is extensive, it contributes to housing supply constraints, which is a genuine tension rather than a straightforward good.

Housing typologies

The dominant housing form in a city reflects the period and the regulations under which it grew.

Terraced housing, tenements, detached suburban housing and apartment blocks each dominated particular periods and places.

Which persists, since the building stock turns over slowly and much of it is protected.

Density and its measurement

Frequently measured badly, conflating buildings per area with people per area and with perceived crowding.

Which means arguments about density are frequently about form rather than about population.

Cities with similar population densities can look entirely different depending on building form and public space.

Public space

Parks, squares and streets constitute the shared realm, and their provision varies enormously.

Which was frequently the result of specific decisions to reserve land, sometimes against substantial commercial pressure.

Privately owned public space, provided by developers in exchange for planning permission, has grown and carries different rules about behaviour and access.
