American data centers are not spread evenly across the country. They concentrate in a small number of counties, and the pattern follows physical and legal constraints rather than population.

Power availability decides the shortlist

A large facility draws load comparable to a small city and needs it continuously. The binding question is whether the local utility can deliver that capacity without years of new construction.

Price matters, but interconnection timing matters more. A site with slightly costlier electricity available next year beats a cheaper site queued behind a transmission upgrade.

Regions with surplus generation and strong transmission attract clusters for that reason. Once the substations exist, adding another building is far cheaper than starting somewhere new.

Fiber follows old rights of way

Long-haul fiber was largely laid along railroad corridors and highway easements, because those routes were already assembled and legally straightforward to cross.

That history fixed where high-capacity routes converge. A site near a convergence point reaches multiple carriers without building expensive new runs.

Latency compounds the effect. Financial and content networks want short paths to major exchange points, which anchors facilities near existing interconnection hubs.

State and county tax treatment moves projects

Many states exempt data center equipment from sales tax, which is significant when a single building is filled repeatedly with hardware over its life.

Local governments negotiate property tax arrangements as well. A county with modest commercial revenue may treat one facility as a transformative addition to its base.

The tradeoff draws scrutiny because the buildings employ relatively few people once operating. Debates about whether the incentives are proportionate now occur in county meetings routinely.

Cooling ties the map to water and climate

Servers convert nearly all their electricity into heat that must be removed. Evaporative cooling is efficient and consumes water, which puts pressure on local supply.

Cooler and drier climates reduce the load by allowing outside air to be used for more of the year, which is one reason northern sites appeal.

Where water is contested, operators shift toward closed-loop or air-cooled designs that use more electricity instead. The constraint moves rather than disappearing.

Clusters reinforce themselves

The first large facility in an area brings substations, fiber laterals, and contractors who know the permitting process. The second is meaningfully cheaper to build.

A local workforce of electricians and mechanical technicians forms around the first wave. That labor pool becomes an argument for the next project.

The result is agglomeration that outlasts the original reason. A corridor chosen decades ago for cheap land keeps attracting buildings because everything needed is already there.
